Plan B argued that the Government-ratified Paris Agreement was an essential part of the government`s climate policy and that ministers had failed to assess how a third runway could be compatible with the Paris goal of keeping global temperature rise as close as possible to 1.5 degrees Celsius. “For the first time, a court has confirmed that the Paris Temperature target is binding. This target was based on overwhelming evidence of the catastrophic risk of warming above 1.5oC. Yet some have argued that the goal is set, so that governments are free to ignore it in practice. This is one of the factors that the court decided that the Colombian state had not done enough to combat deforestation in the Amazon. But the Paris agreement is vast, said Margaretha Wewerinke-Singh, an expert in international public law at the University of Leiden in the Netherlands. “Its implications are global,” she said. More recently, the current Paris Agreement was implemented on November 4, 2016 and 55 countries have ratified the agreement, including China, the United States and India. The agreement highlights the need for global cooperation to combat climate change. The secretary`s failure to take into account the Paris agreement was also seen as a violation of the obligation to conduct a legitimate strategic environmental assessment, which required the secretary to consider international agreements without legal personality for the program or plan. If the government can demonstrate that the Heathrow expansion is compatible with the commitments it made in the Paris agreement on radically reducing greenhouse gas emissions, the runway could continue.
